Sea Links Paving Schedule
 

The Sea Links Board wanted to provide you with the details for the upcoming paving project scheduled for Monday, May 19th and Tuesday, May 20th.

The contractor will be working in four main areas: the Park Entrance, Sawgrass, Wedgewood, and the Lower Gate Area. Their plan is to begin grinding and prep work on Monday morning, starting at the Park Entrance and moving sequentially through the other areas. All grinding and cleanup will be completed on Monday.

 Paving Schedule:

  • Monday: After the grinding/prep is completed, they will pave half of the Park Entrance and half of the Lower Gate Area – Leaving a lane open to allow traffic to continue flowing in and out of the park.

  • Tuesday: They will complete paving on Sawgrass, Wedgewood, and the remaining halves of the Park Entrance and Lower Gate Area.

During work hours (7:30 am to 7:30 pm), access to the roads will be limited. Once paving is complete each day, we ask that homeowners refrain from driving on the new pavement until the following morning to allow for proper curing.

Throughout the project, they will actively manage traffic and pedestrian flow by coning off work areas and providing on-site assistance to ensure safety for all residents.

  • Everyone took a moment to introduce themselves, to the residents in attendance, as to what positions and which committees they hold.

Open Meeting – Myra (P) 

  • Initial proof of notice of meeting and the meeting agenda was posted on Sea Links website April 29th, 2025 
  • Called to order at 10:01 am – Myra (P) motioned – Donna (S) second it. 
  • 12 residents attended. 
  • Board approved the minutes from the last meeting through emails and it was posted on April 20th, 2025. 

Secretary Report – Donna (S) 

  • Website: Donna and Myra are planning to meet with Brian next week to work on what exactly needs to be updated on the website to make it more user friendly and easier for residents to find important information. The website needs to be cleaned up and de-cluttered. We will put something in writing for Brian that reflects the clear delineation of authority, service level expectations and measures of success; so that we can prioritize the changes and additions that the Board would like to see happen. 
  • Gate: The front gate is set up for residents to have a 4 digit code that opens the gate, and a 3 digit code that visitors can use to get buzzed in. 
  • Donna is still troubleshooting the front gate’s 3 digit code as it was not working with her cell phone number, nor that of another resident. The gate box gave an error message that the long distance number was not supported. She spoke to the DoorKing rep in Bellingham and found out earlier that we can use long distance phone numbers (like for a cell phone) as we are already set up for over 200 long distance area codes. Next step is to reach out to her phone provider and see if the issue is on the provider’s end and not our end.
  • Any work on the gate codes needs to be done at off peak times (after hours) as it keeps the gate from functioning when the programming is taking effect.
  • Donna wants to make sure our gate code list is complete and up to date with today’s resident list – and delete OLD codes for those that have moved away. She will confer with Kathy on the new residents that are moving into Sea Links.

Treasurer Report – Craig (T)

  • HostGator – Craig fixed our HostGator account -that is in charge of our website. He updated it as it had the names of prior Board members. He renewed it for 3 years as it is a minimal transaction to maintain the site.
  • Bank Accounts – We have 3 – Certificate of Deposit, Business Checking and Money Market – Craig moved some money around to get the better interest. He moved $23,000 from the checking to the money market as we only had a couple of large expenses: $5,000 to Earthworks and $1,700 to Gateway Controls.
  • Tax Liability – We only owed the IRS $2,600 on the interest we earned on our accounts. We paid it and are all set.
  • Executive Session – Myra asked the residents to step outside while the Board broke into a quick Executive Session to discuss the HOA Dues. When they returned to the meeting, Craig gave them a brief description that we were looking at the status of dues (A/R – accounts receivable report) and will send letters to those that are in the rears with their mailed invoices.

Covenant Committee – LaVonne (MaL)

  • LaVonne visited those residents personally that were in Violation of the Covenants to let them know what needed fixing. Then she follows it up with the compliance letter if they have not made the necessary fixes.
  • We also mentioned the home made weed killer that you can make to help kill the weeds in your yard. Thanks to Brian for the recipe! Weed Killer: 4 Cups Vinegar, ½ Cup Epsom Salt, 2 tsp. Dawn dish soap or Castille soap.

Maintenance Committee – Jan (VP)

  • Trees: After we lost a large ornamental plum tree on Sea Links drive, the task of caring for the trees was removed from our lawn service and given to Earthworks. The trees that were wobbly were staked to help hold them up – thanks, Gene.
  • Gate: The front gate was not working properly. Gateway Controls fixed it.
  • Mowing: The corner lot, near the swamp, sold and is not our responsibility to mow anymore – that saves us $50 a month. 
  • Paving: The tentative start date for paving is May 19th. We will follow up to notify residents in more detail. There are 4 main projects: Wedgewood, Sawgrass, and the Front & Back Gate.
  • Drainage: We hired Mike Price (a Licensed Engineering Geologist) to do a “Groundwater Drainage Assessment”. He evaluated the 8 areas – with high to low status. Regarding the Golf Course – Ironborn has been receptive and willing to help get it done.
  • Stop Signs: Thanks again, Gene! Gene fixed the stop sign at the end of Club House Drive, as well as the stop sign with lights, at the end of Sea Links Dr. An extra thank you to the Beach Bar – as they donated the stop sign. 

Design Committee – Richard (AO)

  • New Build: YAY! The house on West finally got the power issue solved after months. They have the deadline of May 19th to have the exterior finished – or they forfeit the bond if it is not done.
  • Design Requests: Roofs: there were 5 houses on North that were getting new roofs – as they got a deal together. There was a new roof started on East, and another is waiting for their metal roof – their product was delayed. Fences: House on Ironwood has a 6 foot fence that was approved by a previous board – they wanted to extend the fence. Regulations are 4 feet – so it was approved to grade down to 4 feet fence.
  • DCC Fine: We will verify with our lawyer and get it in writing – HOA Board approved imposing a fine of $1000 for any work started without approval. Approval is not needed for basic repairs, but any exterior work that is new. Including roof replacement, painting, major landscaping, sheds, fencing, patios, decks, etc. MUST get approval BEFORE work begins. If our lawyer comes back with a yes; flyers will be dropped off to everyone, added to the Welcome Pack and posted on the website – letting everyone know that failure to obtain pre-approval can result in a $1000 fine.
  • The corner lot on North and East sold. A request to build was put in – CCR requirements were made known: Min. size is 1000 sq ft and a garage or carport is required. They will need to work with the county as part of the lot is wetlands.

Welcome Committee – Kathy

  • New Welcome Packets were assembled and delivered – with a new Welcome letter. It includes new info from Birch Bay Chamber of Commerce. Thank you to Kathy and Esther for all their help with this!
  • We will add all new Welcome Packet info on the website.
  • We are also drafting a letter to ALL homeowners (and Realtors) referencing the CC&R’s to remind everyone what they need to know to live here.

Community Clean Up & Barbecue – Myra (P)

  • The tentative date for the Our 2nd Annual Community Clean Up & BBQ is Saturday, June 21st from 10 am – 2 pm. More info to follow.
  • Myra and Corrie have a trailer, and will drive it around the neighborhood to pick up neighbors’ yard waste and haul it away. Last year, it really made Sea Links look great!
  • Then, all neighbors can meet up and greet each other and enjoy a BBQ with hotdogs and other potluck dishes. Last year it was held at Wedgewood Court – depending on the paving – it may be there again. Again – more info to follow.

Garage Sale – LaVonne (MaL)

  • We considered having the Sea Links Garage Sale at the same time as Latitude 49’s, to piggyback on the foot and car traffic it will bring. The date is Saturday, August 2nd, from 8-2. More info to follow.
  • We will pass out small flyers again, at the front gate, to each car, and have them drive in one direction around the block. We will use orange cones to assist controlling traffic entering the community, so they must turn to the right and drive counterclockwise around the neighborhood. This is for safety reasons and is an “emergency services” issue. 

Guest – Barry Richmond

  • Barry was given 2 minutes per topic that he would like to talk about: Flags, CCR’s, Bylaws and Misleading Association – followed by Q&A.
  • After his 2 minutes speaking about his past fines for flying the “American Flag” and personally attacking Myra regarding his fines, Donna reminded Barry that it was not this Board that fined him for flying his “Canadian Flag” – we inherited that. We also had changed it to say “Flags of Country of Origin” – so that he could fly his Canadian or American flag. Also, we did not collect the extra fines that had accrued, and even took his $100 fine that he did pay, off of his HOA dues this year. So, Donna questioned what else he needed to bring up about this past issue. He wanted his lawyer fees paid – we let him know that was not approved.
  • Richard reminded Barry that he still had 3 other points that he wanted to talk about – but Barry said that he was done.

Treasurer Report – Craig (T)

  • Accountant – we do not contact them for the gate codes. Email Sea Links for the gate codes and you can purchase your own remotes on Amazon (or online) as long as it is a 10 DIP Switch – then email Sea Links for the programming info. We will have a letter for gate codes and remotes and more info on our website. 
  • We have 3 Bank Accounts – Certificate of Deposit, Business Checking and Money Market

 

Grounds & Maintenance Committee Report – Jan (VP)

  • Asphalt Replacement Project – WRS signed contract. Jan will get us scheduled  in the upcoming month or so. The homeowners in the area will be contacted. We have the Wedgewood Project, the front and back gate, and Sawgrass to help channel the water.
  • Mowing: We are keeping with BB Lawn Care. We will look at options for the trees on Sea Links Dr and the blackberries on the empty lot. 
  • Snow Plowing – We still have contact info for Cody Berry  – and will see if they are available – as they seem to already be booked up.
  • Stop Sign: The Stop Sign was replaced on Sea Links Dr. – but we have noticed that it is not very reflective. We are thinking of replacing it with a bigger and more reflective Stop Sign. Looking into options – the proposal is for $500 to replace it – may have residents pay for the materials and another resident install it. 
  • Ornamental Trees on Sea Links – looking at Arborist to address the trees on Sea Links Dr. and keep them healthy so they do not topple. Looking at Earthworks and North County Lawn Care. 
  • A BIG thanks to Gene for fixing the Stop sign at the end of Club House Dr. and also the Stop sign at the end of Sea Links Dr. It is safer and looks GREAT!

 

Design Control Committee – Richard (AO) & Myra (P)

  • 4760 S. has power. Plans show that it will be a 2 story house.
  • 7985 Sawgrass – Storage shed approved. Sightline blocked by arbor.
  • 4751 Ironwood – Free standing shed – matches siding on house. Approved.
  • 4749 Sawgrass – House paint color chips were approved.



Secretary Report – Donna (S) 

  • Emails: most emails are DDC requests for sheds, decks, roofs, and house painting. Plus the slew of spam emails that are blocked, reported and deleted.
  • Gate: Donna spoke to the DoorKing company that operates out front gate – to see if we can use long distance phone numbers (like for a cell phone) – we are already set up for long distance.
  • Back Gate: This is not a gate that has gate code entry – you can only access it with a remote (in your car) or a 10 DIP switch remote that you can buy on Amazon, etc. Then you email Sea Links – for the programming. Ask anyone that visits Sea Links to enter and exit through the front gate. Remind service companies that the back gate does not open without the remote – they need to exit the front gate also.
  • Welcome Pack: Information about the gates will be included in the new Welcome Packets. 

 

CCCR Violations – Covenant Committee – LaVonne (MaL)

  • Back Gate – in regards to Holidays – like July 4th – when non-residents enter Sea Links to find parking – we cannot lock the back gate – need 2 exits from Sea Links for our resident size.
  • Gates – We can put a sign on the gates, or ask residents to wait until the gate closes before they drive off, so no one can enter who does not have permission to be here.
  • Work Trailers – cannot be in Sea Links for more than 24 hours – definitely not on a continual basis. May add info to the website regarding trailers that are on the street for extended periods of time. Or add a sign to those trailers that have permission and have been approved by the Board.
  • No back yard fences are permitted on the properties that back up to the Golf Course. (Some were approved by previous Boards.)
  • Cars are not permitted to be parked overnight (or over 24 hours) on the street.

 

Golf Course Drainage – Myra (P)

  • We asked the attorney for guidance regarding the long and ongoing water drainage issue behind the homes on the Golf Course.
  • Next steps – contact IronBorn – the new owners of the Golf Course – with a letter and photos – and all of the info for the drainage problems identified; ask for a response within 30-days – outlining a timeline for a resolution fixing the issues.
  • Nutria and Muskrat, both invasive species, may have been identified near the big pond, close to the wetland and lake area.

 

Welcome Committee – Myra (P)

  • New Welcome Packets are being assembled and delivered – and a new Welcome letter is being drafted. It will include new info from Birch Bay Chamber of Commerce. 
  • We will add all new Welcome Packet info on the website.
  • Myra (P) proposed dropping Welcome Packets on all front porches. Richard (AO) second it.
  • A huge thank you to Kathy and Esther for doing the Welcome Packets and delivering them as well!

Sea Links HOA Quarterly Newsletter – January 2025

Happy New Year!!!

I want to begin the new year with an update of what’s happening in our neighborhood. I want to assure all residents that the current board is trying our best to accommodate all requests. Please remember we are all volunteers and want the best for the community we live in.

Paving Project

The Paving Project has been awarded to WRS, paving will be done sometime in the Spring. The following areas will be paved:

  • Sawgrass Way
  • Sealinks Drive Gate Entrance
  • Wedgewood Court
  • Back Gate Entrance

Before the project starts Residents will be provided with details.

Street Sign Replacement

The street sign has been reinstalled after being hit by a car. We still need to trim trees.

New Build on 7949 W Golf Course Dr.

Everyone is probably wondering what the delay is on the new home being built. For the past few months, the owner and PSE have been trying to find power from the transformer to the home. Finally, this has been resolved, and PSE should be out this month to provide power. At this point the contractor will begin finishing the outside of the home.

Back Gate Repair

The Back Gate Repair has been completed. The first repair had a design flaw and after Gateway Controls worked with the manufacturer a solution was given to resolve the issue.

Front Gate Codes and Remotes

Please email sealinksboard@gmail.com if you need a front gate code, new or old gate remotes. Our accountant is not responsible for giving out codes or remotes, this is the board’s responsibility.

Secretary Report – Donna

  • Emails: Reported on the emails that were sent in since the last meeting in November. They included requests for gate codes, gate remotes, design control requests, questions regarding the street sign that was hit and taken down, emergency action, parking offenses, HOA dues statements and drainage issues.
  • Bank: After Donna signed at Banner Bank she emailed the banker the notes from the last HOA meeting that assigned Craig as the Treasurer. Myra, Donna and Craig have access to all financial accounts.
  • Gate: will call our gate software company to see what the cost would be to upgrade our system to include mobile and long distance phone numbers to the gate codes and report back at the next meeting.

Treasurer Report – Craig

  • Dues: All of the HOA dues statements have been mailed out to residents now. Michelle, our accountant, said that she wanted to wait until after the first of the year. Last year, they were mailed out on January 2nd, 2024.
  • HOA dues are due by January 25th – and you can either pay the entire amount of $500 – or half payment now ($250) and the other half ($250) in June. You can pay by mailing a check, or by supplying your credit card info – but you will incur a 3% fee.
  • Michelle said that you will always receive your paper statement mailed to you by regular post. QuickBooks emailed, in error and in electronic form, a 2025 Dues invoice marked paid to just a few residents. Again, all HOA Dues will be mailed to you in paper form. 
  • Annual Report: was already filed with Michelle on 12/31/24. Great job, Craig!
  • Invoices: There are no outstanding invoices at this time.
  • Statements: Craig is looking at statements on a regular basis. We had a lot of invoices from Gateway Controls – with all of the gate repairs and maintenance; and one from the tree that came down and needed to be removed from the Sea Links drive – on the way into the neighborhood.
  • Money: Craig will be looking at the HOA dues that come in – figure out what we spend vs. what needs to be done, and shop for any CD’s available to get some added interest for our money.

 Maintenance Committee Report – Jan

  • Front Gate: Gateway Controls – the sensors were replaced – the ones that open the gate if power is lost.
  • Back Gate: The back gate has not been upgraded in 20 years. You could see the issue and why it was not functioning properly – the wires could be seen coming up from under the asphalt. Now we have little sensors that are dug into the asphalt and the gate is working much better now.
  • Also, the receiving unit was moved and reinstalled in a plastic housing to cause less interference for the signals from the sensors – and is located on the south side of the gate.
  • Street Sign: There was more involved in fixing our “Sea Links” street sign than just putting it back up. Thank you to those residents who were patient and knew that it was being taken care of properly. The street sign was hit in an accident – and there were many things had to happen before the sign could be replaced: such as police report – did the driver have insurance, if not what is our insurance deductible, get bids on replacement, get permit to install street sign, discuss placement of sign, get board approval to spend the money, award the bid, locate utilities, and get sign installed. 
  • Stop Sign: Our Stop Sign at the end of Sea Links is too short, too low and too wobbly. Jan received a good bid (with a discount) to fix both the stop sign and street sign for $550.00.  They will use a 2×2 metal post, drive an anchor into the ground, replace the stop sign and put up our street sign above it. Add reflectors on both East and West. And Jan will look into having the tree trimmed around the sign post.
  • The Board voted on a more permanent fix for the street sign. Myra (P) motioned, Donna (S) second, all agreed. Thanks, Jan,  for your due diligence with all the calls to the police, our insurance company, the utility company, meeting with the utility company, as well as the city, county and the permit company. 
  • Mowing: Jan will get a couple of quotes for the mowing as our contract is up in March. She will check with “Birch Bay” and “Express Help” – and she knows all of the areas we need mowed and the entry trees trimmed.
  • Asphalt: We had 2 bids for this – but they are too old – so Jan will see about new bids. She will figure out what needs to be done, curbs, etc. She will check and report at our next HOA meeting in 2 months.
  • Drainage: We are aware of the issues – and the money needed to properly fix it. It is still a work in progress – but nothing new at the moment.

Design Control Committee – Richard & Myra

  • 4760 South Golf Course: Plans for a 2 story, 2000 sq ft property were submitted. It was approved. No follow up yet as to when they will start.
  • 7936 & 7940 East Golf Course: were purchased – but no plans were submitted yet to build. County still needs to evaluate the extent of the “Wetlands” – so it is all on hold for now. There were 4 lots – but only 1 of the 2 that were purchased can be inhabited. There still remain 2 uninhabitable and unoccupied lots on that side of East.
  • Wetlands: There is also a property on the corner of North and East that is also labelled as “Wetlands” – and nothing can be built on it either.
  • We had a request that someone wanted to buy one of the buildable lots on Sawgrass – and put/build a prefab home. It was denied as we do not permit prefab homes in Sea Links. So, they did not buy the property for sale.
  • West Golf Course: Myra has been reaching out to see what the ETA is, as well as the current plan for the unfinished property on West. Apparently, there was an issue with PSE trying to get power to the property – some issues that were out of the builder’s control. At least, the debris was cleaned on the landscaping lately.  

Covenant Report: LaVonne & Donna

  • Fences: Question was asked about fences in backyards that face the golf course and greenways. Residents were reminded that NO fences are permitted behind the houses that face the golf course or greenway. Also, fences or arbor dividers between houses cannot be taller than 4 feet high. Hedges are allowed. Decks on the back of the house with a rail are permitted. All plans need Board approval.
  • Parking on the Street: Warning letters will be sent to repeat offenders – followed by fines if the issue continues.

  • Myra and Donna will have a working design meeting to put a process in place that includes expectations for the website, method to do it and the structure to update our website. 

Welcoming Committee

  • We only have 66 people subscribed to receive emails and communication from Sea Links – in the event of a disaster – we know that our neighbors would like to be informed. You can subscribe on our website: https://sealinksbirchbay.org 
  • Welcome Packs will be assembled for all new residents to let them know about services in our community and to help make them aware of our governing documents – CCR’s and Rules & Regulations. 

Future Events

  • Community Clean Up & BBQ Potluck: Last year’s Clean Up & BBQ was a great success and the neighborhood looked great afterwards. It was also a nice  “meet and greet” to get to know your neighbors. Possibly having 2 – one in the Spring and one in the Fall. 
  • Garage Sale – we will see if we can coordinate when Latitude 49 is doing theirs.
  • Christmas Tree Pickup – can help assist picking up Christmas trees at the end of the holidays.
  • Holiday Event: Progressive dinner idea was suggested.

HOA Board Meeting Minutes 

November 9th, 2024 9:00 am

Board Members in Attendance / Quorum Established: Myra Whiting (President), Jan Bergman (Vice President), Donna Chavarro (Secretary) Craig Mancuso (Treasurer) Richard Drath (Assistant Officer) and LaVonne Kranz (Member at Large)

Begin Meeting:

  • Initial proof of notice of meeting and the meeting agenda was posted on Sea Links website November 4, 2024
  • Called to order at 9:00 am – Myra (P) motioned and Donna (S) second it.
  • 2 residents attended.
  • All approved the minutes from the last meeting on Oct 21st – so that they could be posted.

Welcome New Board Members

  • Everyone took a moment to introduce themselves and what position they were going to be responsible for
  • The 2024-2025 HOA members:

    • Jan Bergman – Vice President

    • Craig Mancuso – Treasurer
    • LaVonne Kranz – Member at Large
    • Richard Drath – Assistant Officer 

Board Responsibilities and Expectations

  • Myra (P) went over some of the duties assigned to the various positions of the Board and the committees with everyone. She also handed out 2 packets – Rules and Regulations and Schedule of Fines, and Board of Directors Operating Principles.
  • We usually have 5 Board Members – but according to the Bylaws – we can appoint another member. So this year’s Board has 6 Members.

Committee Chair assignments

  • Budget & Finance Committee – Craig (T) – Myra motioned / Donna 2nd / All approved.
  • Grounds & Maintenance Committee – Jan (VP) – Myra motioned / Richard 2nd / All approved.
  • Covenant Committee – LaVonne (MaL) & Donna (S) – Myra motioned / Jan 2nd / All approved.
  • Design Control Committee – Richard (AO) & Myra (P) – Jan motioned / Richard 2nd / All approved.
  • Advisory Committee – Richard (AO) & LaVonne (MaL) – Myra motioned / Donna 2nd / All approved.

Transition 

  • Jan (VP) will transition with Darrel (previous VP) with all that pertains to the Grounds & Maintenance for Sea Links.
  • Myra (P) and Craig (T) will go to the bank in Blaine to get him signed on.

Open Issues

  • Storm water – may need a subcommittee for that.
  • Battery backup – for the gate
  • Tree lost in the storm was removed. Need to ask for a bid on the trees.
