So you’ve decided to make some changes to the exterior of your Sea Links Community  home and/or yard and you want to do it the right way by following the Sea Links Declaration of Rights, Reservations, Restrictions and Covenants (CCR’s), Article III, Section 3 which states, “no improvements shall be erected, placed or altered on any building site or lot in the plat until the buildings, landscape or other improvement plans, specifications, and plot plans showing the location of such improvement on the particular building site have been submitted to, and approved in writing by the [Design Control] Committee (DCC).  ‘Improvements’ shall mean and include, without limitation – buildings, outbuildings, roads, driveways, parking areas, fencing, retaining walls, swimming pools, screening, walls, ornamentation, signs, stairs, decks, hedges, wind breaks, plantings, planted trees, shrubs, poles, [and] structures of landscaping.”

You may be wondering which improvements/changes require pre-approval from the DCC and which do not.  While it is impossible to list every unique situation, below are lists of some common improvements/changes that require pre-approval and some that do not.  If you don’t see the change you are considering in one of these lists, you can use the Design Control Committee Contact Form at the bottom of this page to get clarification on your specific improvement/change.

Examples of improvements/changes to the exterior of a home or the landscaping around a home that REQUIRE DCC pre-approval:

  1. Sheds – Please see rule #11 in the Sea Links Rules and Regulations and Fine Schedule for specific building rules for sheds.
  2. Exterior painting –  If painting changes the existing colors of the structure (this includes fences, house siding and trim).
  3. Re-roofing of any structure. A variety of roofing materials have been approved for Sea Links structures.  The most commonly used roofing material in recent years has been composition type roofing shingles and the DCC has approved several brands and styles  (two of which are CetrainTeed Brand – 305# class or greater and IKO Amourshake).  Please contact the DCC for examples and samples of approved roofing materials.
  4. Construction of fencing, retaining walls, swimming pools, screening of any kind, signs (other than political signs as approved by the Washington State RCW’s), stairs, decks, patios, hedges, wind breaks, flag poles, and hard landscaping (i.e. arbors, gazebos, ponds, sidewalks and raised garden beds).
  5. Removal of any tree or shrub – Please see rule #6 in the Sea Links Rules and Regulations and Fine Schedule.
  6. Planting of any tree or shrub that can grow over five feet in height.

Examples of improvements/changes to the exterior of a home or the landscaping around a home that DO NOT require DCC pre-approval:

  1. Removal of any tree or shrub that has died or fallen over due to weather or has been deemed unsafe by a licensed arborist.
  2. Maintenance or repairs of damage to a structure (i.e. repairing damaged siding or roofing where the materials and colors are not being changed).
  3. Minor changes to landscaping (i.e. adding or expanding non-raised garden beds; planting any tree, shrub or plant that does not grow over five feet in height).
